In the ruined metropolis of Neo New York, crime syndicates ruled by the mad scientist Dr. Crayborn terrorize the populace. The mayor deploys the City Sweepers—three quasi-vigilante undercover agents (Zan Takahara / Claude, Matt Gables / Bubba, and Rosa Felmonde / Flame) authorized to use lethal force to wipe out the syndicate.
