Leaked GTA 5 Files Reveal Scrapped Story DLC Would’ve Set Players in Paris

Leaked Grand Theft Auto 5 files have surfaced new details about a scrapped story DLC that would have taken players overseas to Paris, revealing unfinished levels featuring a luxury apartment overlooking the Eiffel Tower. The assets emerged last week amid a broader leak of cut content from Rockstar Games’ 2015 blockbuster, prompting the studio to issue takedowns to creators who posted the material. While much of the DLC’s premise was already known, the leaked footage suggests the project would have included a Paris-based chapter, marking what could have been the first time the franchise sent its protagonists abroad since 1999.
A Paris Chapter in the Making
Rockstar Games formally announced the story DLC in 2013, targeting a 2014 release window. The project never materialized, however, as the studio pivoted its focus toward Red Dead Redemption 2 and the explosive success of GTA Online. Among the leaked materials, which also included a Liberty City map expansion, fans uncovered unfinished levels for the DLC. One of these appears to feature a high-end apartment with a view of Paris, with the Eiffel Tower visible from a balcony. The image is rendered as a flat texture rather than an explorable 3D environment, suggesting the overseas location may have been limited to a cutscene or a single assassination mission.
Why America, Why Now?
The franchise has rarely ventured beyond the United States. The only major overseas setting in the series’ history was GTA: London 1969, an expansion for the original game released in 1999. Some fans have hoped to see the series go abroad, but the franchise’s former writer and creative director, Dan Houser, suggested that the series wouldn’t work as well outside of America. Houser has spoken about the difficulty of moving the series outside its American roots, noting in 2025 that the IP’s inherent Americana made it hard to replicate elsewhere.
“I think for a full GTA game, we always decided there was so much Americana inherent in the IP, it would be really hard to make it work in London or anywhere else,” said Houser in 2025. “You know, you needed guns, you needed these larger-than-life characters. It just felt like the game was so much about America, possibly from an outsider’s perspective. But that was so much about what the thing was that it wouldn’t really have worked in the same way elsewhere.”

Behind the Cancellation
Trevor’s voice actor Steven Ogg has spoken loosely about the scrapped story DLC in the past. He shot some scenes for it, but Rockstar never followed up on the project, and that was the end of it. A former developer estimated that the DLC was about halfway finished when the plug was pulled and was sour about its cancellation.
“It was really really good,” said ex-Rockstar Senior Camera Artist Joe Robino. “But when GTA Online came out, it was so much of a cash cow and people were loving it so much that it was hard to make an argument that a standalone DLC would outcompete that. I think looking back now you could probably do both. But that was a business decision they made. I was a little upset about that. That actually was a lot of the reason for me being a little sour at that time. Because I was like yo, WTF guys? This st’s awesome. Let’s keep going. Let’s finish this st.”

Robino’s comments underscore the commercial calculus behind the cancellation. With GTA Online generating substantial revenue, the studio found it difficult to justify a standalone DLC competing with the live-service model. The leaked files also included unfinished levels made for the DLC, one of which includes some kind of luxury apartment that overlooks Paris.
Looking Ahead
With GTA 6 on the horizon, it seems unlikely the DLC will ever be revived in its original form. However, some of the scrapped content was salvaged into GTA Online updates, most notably The Doomsday Heist, which brought a heist-focused experience to the game’s online mode. As the leak continues to surface new assets, fans remain hopeful that further exploration of the files might reveal additional details about the ambitious, ultimately unrealized project.
