This pitch deck outlines a comprehensive marketing strategy designed to immerse visitors in the world of GTA 6 from the moment they arrive. Imagine stepping off a plane at Miami International Airport and being greeted by GTA 6-themed baggage claim areas, luggage carts adorned with iconic imagery, and themed signage throughout the facilities. Once in the city, visitors could expect to encounter GTA 6-inspired artwork, Vice City-themed manhole covers, and interactive installations highlighting the real-world locations that inspired the game. The proposal even included a “family-appropriate” car event celebrating the open-world experience.

While Rockstar Games has not yet responded to the proposal, the idea has already ignited controversy within Miami-Dade’s law enforcement community. Sheriff Rosie Cordero-Stutz publicly voiced her disapproval of collaborating with a video game that glorifies criminal activity.

Sheriff’s Office Raises Concerns

“Its fictional world includes murder, robbery, drug trafficking, carjacking, violence against law enforcement, and other conduct that the men and women of the Miami-Dade Sheriff’s Office work every single day to prevent,” Sheriff Cordero-Stutz stated. This sentiment was echoed by other local officials, although some acknowledged the potential economic benefits the partnership could bring.

The timing is particularly sensitive, as the Miami-Dade Sheriff’s Office is currently seeking a 12% increase to its $1.2 billion budget for 2027. This substantial request would place an additional burden on taxpayers. The original proposal suggested that Rockstar Games should compensate the county for the promotional efforts, potentially offsetting some of the costs associated with government services.

This isn’t the first time Miami-Dade has explored unconventional solutions to financial challenges. In 2025, the county addressed a $400 million funding deficit by raising water and sewage fees for residents while simultaneously cutting funding to an office that assists residents in obtaining U.S. citizenship.
