As one of the most anticipated game releases in recent memory, Grand Theft Auto 6 has drawn intense scrutiny over how a project of such enormous scope is actually built. In new interviews published this week with Love magazine (via Kotaku) and The New York Times, Rockstar’s lead developers opened up about the studio’s milestone-driven approach, its reliance on decades of institutional knowledge, and the obsessive attention to detail that defines the GTA franchise.

The revelations arrive after a long period of relative silence from Rockstar regarding the game. With Grand Theft Auto 6 set to launch on November 19 for PS5 and Xbox Series X|S, the studio has begun peeling back the curtain on how it is assembling its sprawling recreation of Vice City.

A Culture Built on Long-Term Collaboration

According to Rob Nelson, boss of Rockstar North, a significant part of the franchise’s success comes down to continuity. He said that many developers have worked together for years and therefore possess an intuitive “good sense of what they need to do.” That shared history, he argued, allows the studio to move efficiently through its notoriously complex production pipeline.

Nelson described the foundational process as beginning with the creation of assets and systems, followed by “roughing in content across all areas of development.” From there, GTA 6 was built through a series of eight-week milestones, during which select pieces of the game are compiled together. The team then evaluates those builds, incorporates changes based on feedback, and returns to work on the next milestone.

“We work our way there, year after year, one obsessive day at a time, course-correcting as we go; always with the feeling we want the finished game to have firmly in mind, knowing that often we have to find that feeling, and trusting that, even if we haven’t found it yet, we will eventually.”

The Human Cost of a Vast World

Beyond the technical pipeline, Nelson emphasized that delivering a game like GTA 6 requires mobilizing an enormous workforce. Anyone who has watched the credits roll on Red Dead Redemption II is aware of just how many people worked on that title—and for GTA 6, the headcount would not be surprising if it climbs even higher.

GTA 6 writing director James Horton said there are “no shortcuts when it comes to building a world like this.” He described the challenge as giving the right people the resources needed to build something vast and varied, while ensuring every individual piece rings true no matter how small or closely examined it may be.

“It needs to wash over you when you’re sprinting down the busiest street in the city, hearing snatches of a hundred different conversations as you go; and it needs to be totally convincing if you decide to stop and pay close attention to any one of those conversations.”

The People Who Populate Vice City

To make the world feel genuinely alive, Rockstar assembled a dedicated team in Los Angeles that works exclusively on non-playable characters. Aaron Garbut explained to The New York Times how meticulously those details are constructed.

“Every room in the game, somebody thought about this. Who’s sitting where, what they’re drinking, the marks that are left on the table. The pictures on the wall will have the people that are in that room, with their tattoos on their arms and their family behind them.”

Garbut noted that those elements are “made, and built, and photographed, and placed in this random room in a random building in a huge city, in a world.” That commitment to authenticity extended beyond the studio as well, with Rockstar’s developers visiting strip clubs in Florida and doing ride-alongs with police to capture accurate details for its recreation of Miami.

Looking Ahead
