Blizzard Entertainment has been forced to repeatedly raise the population cap for World of Warcraft: Forever’s beta, a move that signals the studio’s modified WoW Classic could be one of its biggest launches in years. The beta, which opened September 17 with an initial level cap of 20 and runs through October 21 ahead of a November 4 full launch, has drawn such overwhelming demand that developers say the servers simply cannot keep up with the number of players trying to log in.

Unlike a traditional open beta, Forever’s test is not available to just anyone. Players must purchase the $60 Skyborne Epic Pack, which also unlocks the new playable Skyborne race, to gain access. Even with that barrier to entry, the beta has proven enormously popular, prompting Blizzard to expand capacity multiple times since day one.

An Unprecedented Response

The demand became apparent almost immediately. Tom Ellis, a senior game producer on Forever who has since deleted his X account, posted a technical breakdown attributing many of the beta’s early issues to the test environment simply not being built to handle such high traffic. The problem was not a broken game so much as an environment overwhelmed by the very players the studio hoped would show up.

Other Blizzard developers quickly took notice of how unusual the response had been. Executive producer Holly Longdale said the beta was “setting records,” and two days later, on September 19, she wrote that the “launch will be wild…and we are here for it, come what may.” On September 27, Longdale announced that Blizzard had to bump the population cap once more. “The wild ride continues,” she said.

“The craziest numbers I’ve seen in 17 years working at Blizzard and almost 8 years on Classic. We’ve got something really special here.”

Preparing for a Massive Launch

Senior game designer Josh Greenfield, who frequently responds to the community on X, echoed those sentiments, describing the beta as “crazy.” When asked how Blizzard was preparing for potential login queues at launch, Greenfield pointed to the beta itself as the answer, noting that the team had found and fixed more problems on beta launch day than it would have in six months of internal testing.

Forever essentially does away with traditional servers, a design choice that could ease some of the congestion that has plagued previous WoW launches. Still, given the track record of massive MMO debuts, it would not be surprising if Forever ran into technical issues on day one. Blizzard has not released exact beta numbers, but everything seen so far suggests the November 4 launch is shaping up to be a real doozy.

Looking Ahead

Forever was unveiled as Blizzard’s big finale during its BlizzCon 2026 opening ceremony, presented as a modified version of WoW Classic that preserves the old-school MMORPG’s gameplay and world while introducing a wealth of new content and changes. It is a direction Classic players have requested for years, and Blizzard says it is finally ready to deliver.

As the beta continues through October 21, players can expect further refinements ahead of the full launch.
